Ground and rules
Inland lots are Myakka fine sand; the key is beach sand and fill. County rules apply: right-of-way permits at the road, the 50 percent impervious cap on RSF lots, the coastal setback code and the turtle lighting article on Casey Key, and the conservation district's construction rules on the north end. Oscar Scherer State Park and the Legacy Trail border the area; nothing changes for hardscape, but access roads are shared with trail traffic.
A worked example
A 2004 home in Rivendell with a 560-square-foot builder pool deck under a cage, spalled at the coping from a salt-chlorinated pool. Sounding found the slab solid, so the deck stayed: loose paste removed, coping replaced in travertine bullnose sealed with a penetrating product, and a light knockdown overlay across the field. HOA approval in two weeks; no county permit was needed for the overlay. September 2026 planning band: $5,500 to $8,000.

Getting a truck and a delivery onto Casey Key
Osprey's mainland streets are ordinary work. Casey Key is not, and the reason is one bridge. The Blackburn Point Bridge is a single-lane swing bridge, weight restricted and hand-operated for boat traffic, and it is the only crossing at the north end of the key. The south end connects through Nokomis at Albee Road. Everything about scheduling a pour or a pallet delivery on the key follows from that.
- Ready-mix is staged, not queued. A loaded mixer has a working window before the concrete is unusable, and that window does not survive a bridge opening plus a single-lane wait. Pours on the key are booked as the first delivery of the morning.
- Pallets come in smaller loads. Paver pallets are split across more trips rather than one heavy truck, which is why island paver work carries the five to fifteen percent logistics line that shows up on the estimate.
- Staging space is the real constraint. Key lots are narrow and deep with no verge, so the base material and the pallets sit where the finished surface will go, and the sequence has to be planned around that rather than improvised.
None of this makes the work harder to build. It makes it slower to schedule, and an estimate that has not accounted for it will slip.
